Kelly joined Crook Legal Group as Of Counsel in September 2024, bringing unique legal and corporate experience across multiple sectors. He currently serves as the elected Davis County Recorder.
Kelly's practice focuses on real property, real estate, construction, government regulation, and business transactions. His expertise includes contract review and negotiation, construction contracting, construction liens, foreclosures, and commercial contracts. Kelly represents corporations, contractors, business owners, and individuals.
His professional background includes roles as corporate counsel, title company owner, and corporate trainer. Kelly has established himself as a skilled practitioner in property-related matters with 24 years of experience in construction and real property law, complemented by 16 years in the title and escrow business. He holds a title examination license and has been licensed as a real estate agent.
Kelly began his legal career as in-house counsel for a sand, gravel, asphalt, and ready mix company. He later founded a lien and construction notice company, representing contractors, subcontractors, suppliers, and equipment rental companies throughout the Intermountain West. His experience extends to mortgage banking and finance, including corporate training for a national bank.

Kelly attended law school at Gonzaga University and Brigham Young University, receiving his Juris Doctorate in 2000. He was admitted to the Utah State Bar the same year. He completed his undergraduate studies at the University of Utah.
Community & Personal
Kelly has deep roots in Davis County, having attended local schools including Tolman Elementary, Muir Elementary, South Davis Junior High, and Woods Cross High School. He has lived in Woods Cross, Bountiful, Centerville, and currently resides in Layton with his wife, Shannon. They have a blended family with 6 children and 4 grandchildren.
Active in his community, Kelly spent 25 years designing halftime field shows for high school and college marching bands across seven states. He has also performed in musicals at Centerpoint Legacy Theater alongside three of his daughters.
